Our Story

Northern Tier Counseling has been a steadfast presence in our communities since its incorporation on October 12, 1993. What began in a modest building in North Towanda (now the site of the Bradford County 911 Center) has grown into a multi-county behavioral health organization dedicated to strengthening individuals, families, and communities. From the very beginning, our mission has remained constant: to provide compassionate, accessible care that fosters hope, healing, and resilience.

Humble Beginnings

In its earliest days, Northern Tier Counseling operated with a small but committed team of four outpatient mental health therapists, two family-based therapists, and three adult partial staff. Services were funded primarily through county contracts and focused exclusively on meeting the needs of Bradford County residents. Even in those early years, the organization was guided by a deep understanding that access to quality behavioral health care is essential to the well-being of a community.

Growing to Meet Community Needs

As demand for services increased, Northern Tier Counseling responded with growth and vision. In 1997, a new facility was constructed in North Towanda to better serve the region. The organization expanded to six outpatient therapists, three family-based teams, four adult partial staff, and welcomed its first full-time psychiatrist. A second office soon opened in Athens, and by 1999, new leadership helped guide Northern Tier Counseling into its next chapter of development focused on sustainability and expanded access.

A Defining Transition

A major milestone occurred in 2014, when Northern Tier Counseling transitioned away from county funding and became fully independent. This shift allowed the organization greater flexibility to innovate, diversify services, and respond more effectively to the evolving needs of the region. In 2019, the organization launched its annual golf tournament, an event that has become a meaningful tradition, with all proceeds supporting children and families during the holiday season through gifts, food, furniture, Christmas trees, and other essential items.

Expanding Children’s Services

As the needs of children and families became more complex, Northern Tier Counseling broadened its youth-focused programs. Today, the organization provides comprehensive children’s behavioral health services designed around early intervention, family support, and community connection. These include multiple family-based treatment teams, a children’s partial hospitalization program with an on-site teacher, community and school-based behavioral health services across six school districts, Multi-Systemic Therapy for youth involved in the justice system, and adolescent peer support services. Each program reflects the belief that when children are supported early and holistically, they are better positioned to succeed.

Supporting Adults Across the Lifespan

Adult services at Northern Tier Counseling have grown just as significantly. The organization now offers outpatient mental health and psychiatric care, a full continuum of drug and alcohol treatment services, adult psychiatric rehabilitation, and peer support services for both mental health and substance use recovery. These programs are designed to empower adults with the tools, skills, and support needed to build stability, independence, and fulfilling lives.

Serving Four Counties and Beyond

Today, Northern Tier Counseling proudly serves Bradford, Sullivan, Tioga, and Potter Counties. The North Towanda headquarters has expanded with two additional wings—one dedicated to drug and alcohol treatment services and featuring a full gym for clients and staff, and another housing the psychiatric rehabilitation program, complete with a café offering breakfast and lunch. With 105 employees, offices in Athens and Tioga County, and teams working across six school districts, the organization continues to grow while actively recruiting professionals who share its commitment to compassionate care.
